North and South Korea Meet in Pyongyang for Goodwill Basketball Game

(SEOUL, South Korea) — The rival Koreas on Wednesday began two days of friendly basketball games in Pyongyang in their latest goodwill gesture amid a diplomatic push to resolve the nuclear standoff with North Korea.
Players from North and South Korea were mixed into two teams that competed against each other at the North Korean capital’s Ryugyong Jong Ju Yong Gymnasium.A capacity crowd of 12,000 at the arena applauded as the two women’s teams — dressed in white jerseys that read “Peace” and green jerseys that read “Prosperity” — marched onto the court holding hands. Team Prosperity defeated Team Peace 103-102, with North Korea’s Ro Suk Yong scoring 18 points, according to pool reports. The game between the men’s mixed teams that followed ended in a 102-102 tie.

The South Koreans will play against the North Korean men’s and women’s teams on Thursday before returning home on Friday.

The games precede a visit to North Korea by U.S. Secretary of State Mike Pompeo for meetings over the future of the North’s nuclear program.

North Korean leader Kim Jong Un, a noted basketball fan, didn’t appear at the gymnasium on Wednesday. It wasn’t clear whether he would attend on Thursday.

“Once they started playing, the players showed quick chemistry and I was proud of them,” said Lee Moon-kyu, the head coach of South Korea’s women’s team, who will also lead a combined Koreas team at the Asian Games next month in Indonesia. Lee, who plans to bring two or three North Korean players to the Asian Games, said he was impressed with “No. 9 and No. 7 on Team Peace,” referring to North Korea’s Ri Jong Ok and Jang Mi Kyong.

North Korea’s sports minister, Kim Il Guk, said in a speech that the games reflect the “revered determination of the leaders of the North and South to bring forward the future of a self-reliant unification.”

The South Korean delegation, including 50 players and government officials, arrived in Pyongyang on Tuesday on two military aircraft.

“It feels like the first time I came here all over again,” said Hur Jae, head coach of South Korea’s men’s national team, who previously visited Pyongyang for a joint game in 2003. Hur, a former guard whose two sons are among the players who traveled to the North, talked about his friendship with retired North Korean player Ri Myong Hun, a 7-foot-9 (2.35-meter) center who anchored the country’s national team during the 1990s and early 2000s.

“There was a buzz when I shared a glass of soju and talked with Ri Myong Hun in 2003,” Hur said. Ri did not attend a dinner reception for South Korean players on Tuesday, and it wasn’t immediately clear whether he was at the games on Wednesday.

The exchanges are the latest result of a diplomatic outreach to the South that Kim announced during his annual New Year’s speech. That led to the North’s participation in the Pyeongchang Winter Olympics in February and two summits between Kim and South Korean President Moon Jae-in. Kim has also met with China’s President Xi Jinping and U.S. President Donald Trump.

The inter-Korean summits have facilitated a slew of goodwill gestures between the Koreas, which have also agreed to field combined teams at the Asian Games.

Basketball diplomacy has something of a history in North Korea.

Former NBA player Dennis Rodman arranged a game in Pyongyang in 2014 for Kim’s birthday.

South Korea’s Hyundai business group built a basketball stadium in Pyongyang during a previous era of rapprochement between North and South Korea, and a joint game was played there in 2003. Two rounds of inter-Korean basketball games were also played in 1999.

That December [1984] the Air Force published the names of those nominated for promotion to brigadier general, and I was on the list. I was shocked. My parents and family were very proud, and Sue and Andy got ready to move again. I anticipated returning to the Pentagon as the deputy to the Air Force assistant chief of staff for intelligence, since that position was vacant, but then we got a second surprise: The Air Force was assigning me to be chief of intelligence for US forces in South Korea. My first thought was an old saying I’d heard from my dad: “There are four things in life you want to avoid: pyorrhea, diarrhea, gonorrhea, and Korea,” but I learned just how little influence brigadier general selects have over their destinies.

I reported to Seoul in June 1985 and quickly discovered the obvious— although the position in South Korea was designated for an Air Force officer, it was a job much better suited to an Army officer. It was a humbling experience as a new brigadier general to ask my team of Army colonels to mentor me on things like how to properly roll up the sleeves on my camouflage battle dress uniform. They also helped with Army slang and terminology used around the post, where initially I was almost as lost as I had been when I first reported to Tan Son Nhut Air Base as a lieutenant. I found that I was not just the senior intelligence officer for US forces, but also the deputy to a Korean Air Force two-star in the US–South Korea Combined Forces Command, someone who knew very little about intelligence and was looking to me for guidance. Fortunately, both of the Republic of Korea (ROK) generals whom I served as deputy were capable, smart, and easy to work with, and we eventually found our way.

My “big boss,” Commander of US Forces Korea, Army four-star general Bill Livsey, had been a lieutenant platoon leader with the 3rd Infantry Division during the Korean War and dug in on the front line when the armistice took effect on July 27, 1953. He knew his business and suffered no fools. He was salty, and in the tradition of General George Patton, excelled at colorful profanity when the occasion called for it. On day one, he made it very clear that the Korean War had never formally ended, the 1953 armistice was just a cease-fire agreement, and North Korea could, and would, invade the South if given the opportunity. From that premise, he gave me his very clear expectations for intelligence. He demanded forty-eight hours of warning ahead of a North Korean attack to give him time to activate the operations plan for the defense of the peninsula and to evacuate all US dependents in South Korea. And because taking those irrevocable actions would have huge diplomatic consequences for the United States and major political implications for the ROK, Livsey required a forty-eight-hour “unambiguous” warning—we had to know for certain that an attack was imminent, and not a bluff or a feint. General Livsey was not one for subtle nuance.

Here’s Who Isn’t Winning From Denuclearization Talks and Friendlier North Korea-South Korea Relations

While stock markets in Asia are breathing a sigh of relief after North and South Korea’s leaders shared a friendly handshake and vowed to work toward wiping away nuclear weapons from the Korean Peninsula Friday, once high-flying defense stocks are taking the hit.

On Friday, while the broader stock market as measured by the S&P 500 index remained largely flat, the S&P Aerospace and Defense Select Industry Index fell roughly 1.3%.

The U.S.’s five largest defense contractors shed about $ 10.2 billion in value on Friday alone. Lockheed Martin fell 2.5% to a valuation of about $ 92.1 billion; Northrop Grumman slid 3.4% to $ 56 billion; General Dynamics shed 3.8% to $ 60.7 billion; Raytheon dropped 3.6% to $ 50.8 billion; and finally, Boeing slid a much lesser 1% to $ 200.2 billion.

The drop off comes even though quarterly earnings posted in recent days by General Dynamics, Lockheed Martin, and Northrup Grumman beat analyst expectations.

The losses comes after North and South Korean leaders met Friday, agreeing to work toward removing nuclear weapons from the peninsula, and negotiate with the U.S. to officially declare peace and put an official end to the Korean War.

It was a turn in rhetoric. Since the election of President Donald Trump in 2016, the aggressive talk between the U.S. and North Korea had been heating up–pushing investors wary of a potential war into defense stocks. So over the past year, while the S&P 500 has risen roughly 12%, the S&P Aerospace & Defense Select Industry Index has gained 27%.

Though the peace talks were not entirely unexpected. The sell off began in earnest on Tuesday, when French President Emmanuel Macron visited the U.S., discussing topics including the Iran nuclear deal and North Korea. In the same day, Trump also made comments that made peace talks sound more likely. After having called North Korea’s Kim names such as “little rocket man” in the past, Trump dubbed the Asian leader “honorable” and “open.”

The S&P Aerospace & Defense Index is down about 4.3% since then.

Notably, the index is still beating the market over the past year–with tensions continuing with other nations.

“With the threat environment unlikely to abate per a host of global tensions spanning China, the Mideast, North Korea, and Russia, we do not foresee any imminent fall-off in US military budgets,” wrote Morgan Stanley analysts led by Rajeev Lalwani.

And, notably, the agreement between North and South Korea Friday was light on details–allow skeptics room to doubt how, and if denuclearization will be rolled out to the extent the enthusiasm of North and South Korean leaders seemed to suggest.

Chinese Hackers Targeted Japanese Defense Firms for North Korean Secrets, Experts Say

Chinese hackers have targeted Japanese defense companies, possibly to get information on Tokyo’s policy toward resolving the North Korean nuclear impasse, according to cybersecurity firm FireEye Inc.

The attacks are suspected to come from a group known as APT10, a China-based espionage group that FireEye has been tracking since 2009. One of the lures used in a “spear-phishing” email attack was a defense lecture given by former head of UNESCO, Koichiro Matsuura. Two attacks took place between September and October 2017.

“Lure content related to the defense industry suggests that a possible motive behind the intrusion attempt is gaining insider information on policy prescription to resolve the North Korean nuclear issue,” said Bryce Boland, chief technology officer for the Asia-Pacific region at FireEye.

China’s Ministry of Foreign Affairs didn’t respond to a faxed request for comment Friday. After a similar FireEye report involving U.S. targets last month, ministry spokesman Lu Kang said that China opposed all kinds of cyber attacks.

The suspected attacks coincided with a dramatic escalation in tensions over North Korea’s nuclear weapons program as Kim Jong Un tested a hydrogen bomb and U.S. President Donald Trump threatened to “totally destroy” the country. The U.S. and Japan have been coordinating their diplomatic and military pressure campaigns against the country, and neighboring China is anxious to avoid a clash on its border.

Tensions have eased since the two Koreas started talking ahead of the Winter Olympics and Winter Olympics and Trump granted an unprecedented meeting with the North Korean leader. Earlier this month, the foreign ministers of China and Japan agreed to work closely to push the regime to surrender its nuclear weapons program, although Japanese officials continue to express skepticism about Kim’s willingness to make a deal.

Multiple Attacks

The latest cyberattacks mirror other recent hacks with geopolitical overtones investigated by FireEye. Among the most recent, a wave of incursions on mainly U.S. engineering and defense companies linked to the South China Sea, where China’s claims for more than 80% of the water clash with five other nations. In 2016, the website of Taiwan’s Democratic Progressive Party was attacked months after the party won elections, securing its leader Tsai Ing-wen the presidency.

“We believe APT10 is primarily tasked with collecting critical information in response to shifts in regional geopolitics and frequently targets organizations with long research and development cycles,” Boland said, citing firms in construction and engineering, aerospace and military, telecommunications and high-tech industries.

In an unusual development, the hackers inserted lines of text in the malware associated with the Japanese attacks mocking the security researchers. Such gems included, “I’m here waiting for u,” “POWERED BY APT632185,NORTH KOREA,” and “According to the analysis report, Some Japanese analysts have always been portrayed as a bit of joke.”

Also under attack since November 2017 have been Japanese healthcare companies. “China’s new push on pharmaceutical innovation as a national priority, along with rising cancer rates, will likely drive future espionage operations against the healthcare industry,” Boland said.

Mandiant, a unit of FireEye, alleged in 2013 that China’s military might have been behind a group that had hacked at least 141 companies worldwide since 2006. The U.S. issued indictments against five military officials who were purported to be members of that group.

Advice For Trump on North Korea, From A Veteran of Nuclear Diplomacy

Every U.S. president faces some of the toughest challenges in the world. And while Donald Trump manufactures a number of these crises for himself, the issue that may define his foreign policy is one that he inherited — and has exacerbated — with irresponsible rhetoric and a cavalier attitude toward nuclear weapons: a nuclear armed North Korea.

Thus far we have had little reason for optimism that the current administration could address  this threat peacefully. President Trump has had a dismissive attitude toward diplomacy in general, as shown in his unmitigated hostility to the Iran nuclear deal — an historic nonproliferation agreement achieved under his predecessor. He has provoked the North Korean government in macho tweets and cringeworthy statements. Meanwhile, North Korea has refined its payload and delivery capabilities, bringing the first new nuclear threat to the US mainland since the Cold War.

There were baby steps toward diplomacy during the Pyeongchang Olympics, particularly between the two Koreas, and then this past week representatives of the Republic of Korea announced that President Trump had agreed to meet with Leader Kim.

North and South Korea marched together at the opening and closing ceremonies for the 2018 PyeongChang Winter Olympics, but a dispute over the unified flag drove them apart at the opening ceremony for the Paralympics on Friday.

The two nations decided to forgo the symbol of unity because of a tiny island chain that would have amounted to little more than a dot on the flag.

The show of division came on the same day that President Donald Trump announced that he agreed to meet face-to-face with North Korean leader Kim Jong Un. The two leaders have shared a strained relationship prior to the agreement, involving threats over nuclear capabilities and insults.

North Korea asked that the Dokdo Islands, which Japan now claims and calls Takeshima, be included on the flag, according to BBC. The unified flag, which was seen at the Winter Olympics, showed the Korean peninsula in blue against a white background. South Korea said putting the islands on the flag would violate the International Paralympics Committee’s recommendation not to politicize sports events.

North Korean officials said they do “not accept the fact that Dokdo cannot be marked due to political issues held in Korea,” Reuters reported.

The two Korean nations agreed to “respect each other’s stance and march separately” following the flag disagreement, BBC reported.

Despite the rift, South Korea’s Yonhap News Agency reported that the North Koreans were cheered when they entered the arena at the Paralympics opening ceremony on Friday.

Ivanka Trump Applauds for North and South Korean Athletes at Olympics Closing Ceremony

Ivanka Trump applauded for North and South Korean athletes while leading the U.S. delegation at Sunday’s closing ceremony for the Winter Olympics.

Trump stood and clapped when both North and South Korean athletes entered the stadium during the closing ceremony, according to CNN, unlike Vice President Mike Pence who remained seated when the two countries arrived during the opening ceremony.

Trump was seen alongside South Korean President Moon Jae-in and his wife during the closing ceremony, but did not interact with hardline North Korean general Kim Yong Chol.

Kim on Sunday said North Korea was open to talks with the United States, the Associated Press reported. The White House did not immediately comment.

Sending Kim to lead North Korea’s Olympic delegation was a provocative move for North Korea during the 2018 Olympics, which South Korean President Moon Jae-in has called the “peace games.” Kim, who is the hermit state’s former intelligence chief, has been accused of masterminding two attacks on South Korea in 2010 — the torpedoing of the South Korean navy ship the Cheonan, which killed 46 sailors, and the shelling of Yeonpyeong Island, which killed two. American intelligence also believes he signed off on the 2015 hack of Sony Pictures.

North Korean envoys to the Games’ opening ceremony included Kim Yo Jong, the sister of leader Kim Jong Un. Kim Yo Jong went on to invite the South Korean president to the North Korean capital for talks between both countries.

Gen. Kim’s visit was agreed to in a bid to improve inter-Korean relations and pursue denuclearization, Seoul’s Ministry of Unification said on Thursday.

Trump landed in South Korea on Friday and took part in an evening banquet with Moon at a traditional Korean house, used only for heads-of-state visits. The banquet was a kosher menu that was made to fit Trump’s strict kosher diet. She spent the remainder of the weekend watching the Olympics.

White House officials had said on Thursday that Trump had no plans to interact with North Korean officials, engage in private negotiations or meet with any North Korean defectors.

On Friday, the Trump administration declared new sanctions against North Korea, the largest ever, in an attempt to put pressure on the rogue nation to scale back its nuclear weapons program. Trump emphasized U.S. “commitment to our maximum pressure campaign to ensure that the Korean Peninsula is denuclearized” at her dinner with President Moon Jae-in.

The U.S. delegation, led by Trump, included White House press secretary Sarah Huckabee Sanders and Republican Sen. James Risch of Idaho.

North Korea Is Sending a Senior Delegation to the Olympics Closing Ceremony

PYEONGCHANG, South Korea (AP) — South Korea’s Unification Ministry says North Korea will send a high-level delegation led by Kim Yong Chol, a senior party official suspected of leading two deadly attacks on the South in 2010, to the closing ceremony of the Pyeongchang Winter Olympics.

The eight-member delegation from North Korea is expected to stay for three days, the ministry announced Thursday. There was no announcement of any plan for the North Koreans to meet with a U.S. delegation to Sunday’s closing ceremony headed by Ivanka Trump, who was to arrive in Seoul on Friday.

A U.S.-North Korea near-miss caused a great deal of controversy at the opening ceremony of the games, when U.S. Vice President Mike Pence and his wife were seated in the VIP box with South Korean President Moon Jae-in and Kim Yo Jong, the younger sister of North Korean leader Kim Jong Un.

Kim’s sister was the first member of the Kim family to ever travel to South Korea.

Pence was criticized in the South for not standing when the joint Korea team marched into the stadium. He claimed after he returned to the United States that he had intended to meet the North Koreans, but said the North pulled out at the last minute. North Korea announced through its state-run media the day Pence arrived in Seoul that it had no intention of meeting him during the games.

Kim Yong Chol, the head of the North’s delegation for the closing ceremony, is vice chairman of the ruling party’s central committee.

He is in charge of inter-Korean affairs and used to be head of military intelligence. In that previous role, he was accused of planning an attack on the Cheonan, a South Korean warship, that killed 46 sailors and the shelling of South Korea’s Yeonpyeong island in 2010, when he was head of military intelligence.

Here’s What a Luxury Ski Resort Owned by North Korean Leader Kim Jong Un Looks Like

North Korea’s abrupt cancellation of a joint cultural event this week leaves only one venue in the country that will host events for next month’s Winter Olympics: Kim Jong Un’s luxury ski resort.

South Korean skiers will begin training Wednesday at North Korea’s Masikryong resort as part of an agreement to spur reconciliation ahead of the Games starting Feb. 9 in South Korea. North Korea on Monday scrapped a joint cultural performance at Mount Kumgang, a resort built while Kim’s father was in power, in a move that revealed underlying tensions between the nations.

“Seeing South Koreans practice at a place he built is a propaganda coup for Kim,” said Lee Su-seok, a North Korea analyst at South Korea’s Institute for National Security Strategy. “Masikryong represents his era, and he is relying on the ski resort rather than the 20-year-old mountain resort to emerge from his father’s shadow.”

North Korea is seeking to capitalize on South Korea’s desire for a peaceful Winter Games as international sanctions over its nuclear arms program further squeeze its finances. Trade with China — North Korea’s main financial backer — shrank by more than half last month, the latest evidence of what Kim earlier this month called the “unprecedented impediments” his country has faced.

While South Korea currently bans tourists from traveling north, the thaw over the Olympics brings the countries closer to dialogue on restoring lucrative cross-border tours that once brought Kim’s regime millions of dollars a year. The free advertising for his ski resort may also attract more visitors from China, which sends more tourists to North Korea than any other country.

Until a travel ban last year, the number of U.S. visitors was believed to hover at about 1,000 a year. Those with special permission to travel are now advised to draft a will and discuss funeral arrangements.

Kim, a skiing fan who was educated in Switzerland, ordered soldiers to build the Masikryong resort shortly after he took power in 2011. North Korea says it built the resort in just one year, boasting that it would have taken other nations a decade.

North Korea used a loophole on luxury goods in the United Nations Security Council resolution to bring in European-made snowmobiles and other equipment to Masikryong. While the European Union considers ski equipment to be luxury goods, China told a UN panel of experts that skiing was a “popular sport for people.”

Ski Sanctions

Fresh UN sanctions passed last year will make it harder for Kim to maintain the resort, according to Christopher Green, senior adviser on the Korean peninsula at the International Crisis Group in Amsterdam. While China might justify snow plows as necessary for public safety, restrictions on industrial machinery would block sales of a ski lift, Green said.

Masikryong, which means a mountain pass where horses rest, has 10 ski runs, with the longest one stretching as far as 5,100 meters (16,700 feet). A giant electronic screen displays propaganda videos at the bottom of the hills, according to 2015 footage by Singaporean video journalist Aram Pan.

The nearby 11-story hotel, painted in orange, has 120 rooms, an indoor swimming pool, a karaoke bar, a gym and a children’s room with books like “Ali Baba and the Forty Thieves,” the footage showed. A shop sells North Korean handbags, and foreigners can use an internet room. TVs in the guest rooms show channels from the U.K., China, Japan, Germany and Russia, Pan said, adding that locals can’t watch them.

The flight to the nearby Kalma Airport from Beijing takes less than two hours. Visitors have so far included Chinese diplomats, Dennis Rodman, a former NBA star who has befriended Kim over several trips to North Korea, and Japanese pro-wrestler-turned-lawmaker Antonio Inoki.

The resort has also seen controversy. Human-rights activists were outraged last year when a team of NBC journalists showed women and children using axes and sticks to clear snow from the bus route into the resort.

Jin Chun-kyu, a South Korean who visited Masikryong in November under a U.S. Green Card, said the resort takes dollars, yuan, yen and euro, as well as North Korean won. He said it costs about $ 100 a day to ski at the resort, which restricts the daily number of visitors to 2,000.

“It’s quite spacious,” said Jin, who visited before the season opened. “You don’t have to wait long to ride a lift.”

The resort has “no problem” as a venue for joint training and practice games, South Korea’s Unification Ministry said by email on Jan. 26 after its inspection team visited the resort. Its slopes and snow are in “fine” condition, while Kalma is well managed, it said.

“Pyeongchang’s Olympic appeal is rubbing off on Masikryong,” said Lee Choong-ki, a professor of tourism at Seoul’s Kyung Hee University. “North Korea is getting more global publicity than it could ever have by spending tons of its own money.”

North Korea Pulls Out of a Cultural Event With South Korea Ahead of the Winter Olympics

(SEOUL, South Korea) — North Korea has cancelled one of the key joint cooperation projects with South Korea planned for next month’s Winter Olympics, officials said, further proving the delicate nature of ties between the rivals split for seven decades.

North Korea on Monday night sent a message saying it won’t hold a joint cultural event at the North’s Diamond Mountain on Feb. 4 to mark the Winter Olympics in Pyeongchang, South Korea, according to Seoul’s Unification Ministry.

The ministry cited North Korea as saying it has no other option but to cancel the project because of South Korean media reports that it says defamed its “sincere” measures for the Olympics. The North also accused South Korean media of picking a fight over an unspecified domestic festival in North Korea, according to the ministry statement.

The statement said South Korea considers the North’s decision “very regrettable.”

The North didn’t say which media reports were at issue. But some reports had criticized the North’s plan to stage a major event to mark the 70th anniversary of the founding of its military on Feb. 8, just one day before the Olympics’ opening ceremony. South Korean officials have said the North plans a massive military parade on the anniversary.

It’s not clear how the latest development would affect other planned Olympics-related cooperation projects between the Koreas. They agreed to field a joint women’s hockey team and have their athletes parade together under a single flag during the Feb. 9 opening ceremony. A dozen North Korean hockey players arrived in North Korea last week to practice with the South Korean players.

North Korea has a history of last-minute cancellations and unexplained reversals, and some experts say it might have sought to gain concessions from the South. The visit earlier this month of a prominent band leader to inspect artistic venues in the South was delayed by North Korea but eventually took place.

The Koreas’ current reconciliation mood followed a year of heightened animosities over North Korea’s nuclear program. Many analysts say the North may want to use improved ties with South Korea to weaken U.S.-led pressure and sanctions on the country.

North Korea Aligning With South Korea for the Winter Olympics Is Already Causing Controversy

The agreement between North Korea and South Korea to march under one flag for the 2018 Winter Olympics opening ceremony on Feb. 9 would seem to suggest that sports could help achieve the ultimate diplomatic breakthrough. After mounting tensions over North Korea’s nuclear escalation put South Korea and its allies on high alert, a unified women’s hockey team and North Korea’s 230-member cheering squad in PyeongChang sound downright Kumbaya.

Perhaps. But these overtures don’t come without potential consequences that could scuttle whatever opening they help create. Take North Korea’s cheerleaders. Known as the “army of beauties” in the south, according to the Korea Herald, they may not be welcomed with open arms by all. “N. Korea’s Army of Cheerleaders Needs (sic) To Stay at Home,” reads one headline in The Chosun Ilbo. “The North Korean cheerleading squad is filled with hand-picked beauties who, aside from their lipstick and smiles, are remembered here for going into hysterics when they saw a picture of their leader hanging from a tree as they were driven through the streets of South Korea,” writes the author, Sonu Jong.

The joint North and South Korea Olympic hockey team is already causing some controversy in the south. Reuters reported that more than 70% of South Koreans oppose forming a team with North Korea, according to a Jan. 11 survey released by the office of the South’s National Assembly Speaker and television network SBS. South Korean players, who just returned from a training camp in the United States, are reportedly “furious” about the prospect of teaming up with strangers. “I think there is damage to our players,” Sarah Murray, coach of the South Korean team, told reporters. “It’s hard because the players have earned their spots and they think they deserve to go to the Olympics. Then you have people being added later. It definitely affects our players.”

The Winter Olympics hockey rosters for 2018 are set at 23 players, so a unified team could take spots away from South Korean players who thought they were going to PyeongChang. South Korean sports officials will reportedly ask Olympic organizers to increase the roster size to 30.

For the host nation, the Olympics are the payoff after years of preparation and a significant financial investment. Some experts worry that North Korea’s overtures could eclipse South Korea and lead to a backlash. “North Korea is kind of casting a shadow over the limelight,” says Scott Snyder, director of the Program on U.S.-Korea Policy at the Council on Foreign Relations, and author of the just-released book South Korea at the Crossroads.

“On the one hand, I think the South Korean government is delighted to show the world that the Games are going to be safe,” Snyder says, noting that North Korea’s participation would seem to preclude any agitation, nuclear or otherwise, directed towards PyeongChang. “On the flip side, how far do you focus on drawing the North Koreans in?”

As for the U.S. and the broader goal of a diplomatic solution to North Korea’s nuclear ambitions, Snyder cautions against raising expectations. “So far this is a limited-time only inter-Korean engagement,” he says. “In a way the Olympics are a commercial break from the drama and tensions that have continued to build between the United States and North Korea.”

Meet the Figure Skaters From North Korea Who Could Compete at the Olympics in Pyeongchang

North Korea’s figure skating duo Ryom Tae-ok and Kim Ju-sik trained for months and months without knowing whether they would even be allowed to compete in the 2018 Winter Olympics in Pyeongchang. They did what they needed to do, qualifying last September for one of the five slots available for their event. They traveled to Montreal, Canada for several months last summer to train with another coach so they could improve their speed and pairs skills, hoping it would boost their scores and break them into the top tier of teams vying for Olympic medals.

But they also knew that in their case, hard work alone wouldn’t be enough. Whether any North Korean figure skaters would compete in Pyeongchang would depend on their President, Kim Jong Un. North Korea boycotted the last Olympics held in South Korea, Seoul’s 1988 games. And North Korea missed the October deadline set by the International Olympic Committee (IOC) for registering its team for the 2018 Games.

In hopes of convincing North Korea to send a delegation, the IOC extended that deadline, and North Korean officials are hopeful the country will participate in the upcoming Games. After unprecedented talks between the two Koreas over the weekend, a North Korean representative said the country planned to send a delegation to Pyeongchang, including athletes, officials and a cheering squad.

Figure skaters Ryom and Kim would certainly welcome that possibility. The pair finished 15th at last year’s world championships out of 16 teams, but moved to Montreal for a few months to train with Bruno Marcotte after that event in an effort to improve their standings. Marcotte, who coaches one of Canada’s leading pairs teams, told Global News that he put the pair up in a former student’s condo and helped with all the travel arrangements, since the North Korean figure skaters did not own a credit card or driver’s licenses.

Ryom and Kim’s short program is set to music by the Beatles, and their long program was choreographed by Marcotte’s sister, Julie, to a popular song by a Quebec singer — giving the pair a very western flair for their Olympic debut.

Ryom and Kim traveled to Canada with their coach and an official from the North Korean skating federation, Marcotte said, and seemed very relaxed and eager to integrate themselves into life in Montreal, going shopping and taking part in patriotic Canadian celebrations. There was no mistaking, however, that they were very focused on becoming an elite team that could soon contend for a North Korea figure skating medal at the world championships and the Winter Olympics in 2018.

Report: U.S. Weighing Possibility of ‘Limited’ North Korea Strikes

The United States is weighing the possibility of launching strikes on North Korea, the Wall Street Journal reports. The strikes, called a “bloody nose” option, would reportedly be a “limited” strike on a North Korean facility, in retaliation for future North Korean weapons tests. U.S. officials are reportedly uncertain if they could conduct the strikes without setting off all-out war. Strikes on North Korea come with the risk of massive consequences: the isolated country has an arsenal pointed at nearby Seoul, the capital city of U.S. ally South Korea. North and South Korea are also poised to enter diplomatic talks for the first time in two years, potentially paving the way for future deescalation between the two nations.

Carolina Panthers owner Jerry Richardson, who is being investigated for alleged workplace misconduct, announced that he’ll sell the team after the 2018 season is completed. The new owner will be determined after what is sure to be a lucrative and lengthy bidding process, but hip-hop mogul Diddy has already said that he wants to purchase the team. And two-time NBA MVP Steph Curry, who is from North Carolina and is a huge Panthers fan, said he wants in on the deal.

Diddy noted on Twitter that there are no majority owners in the NFL who are African-American.

Curry responded to Diddy’s tweets with a succinct message of his own.

In a video he posted to Instagram shortly after the initial Tweet, Diddy said that one of his first orders of business would be to sign Colin Kapernick. Kaepernick remains a free agent despite throwing 16 touchdowns and four interceptions last season, and there’s belief that the reason he remains unsigned is because of his activism both on and off the field. Kaepernick is credited with starting the movement to protest racial injustice during the national anthem before NFL games.

Diddy, whose real name is Sean Combs, has amassed a fortune worth $ 820 millionthrough multiple business ventures on top of his music career. Diddy is the founder of Bad Boy Records, the Sean John clothing line and vodka manufacturer Ciroc.

Forbes valued the Panthers at $ 2.3 billion, meaning Combs, a native New Yorker, would likely have to partner with other investors to buy the team. Diddy and Curry are a duo that will certainly garner headlines, but it is unclear whether other NFL owners would sign off on having a current NBA player own part of a team.

Diddy wouldn’t be the first hip-hop star to invest in a sports franchise. Jay-Z famously owned a small portion of the Brooklyn Nets before he sould his share in order to avoid a conflict of interest with the sports agency he was founding, Roc Nation Sports.

“It is the second day of the window and we are calling competition off for the day,” said WSL Deputy Commissioner, Renato Hickel. “It is only three-to-four foot here at Pipe and a declining swell with a forecast of onshore winds for this afternoon. But, we have good news because tomorrow there is an eight-to-twelve foot swell arriving on the island. We will come back tomorrow for the next call.”

Event organizers will reconvene at 7:00 a.m. HST tomorrow to reassess the conditions and make the next call.

Going into the Billabong Pipe Masters, four surfers remain in contention to clinch the title: reigning WSL Champion John John Florence (HAW) who leads the rankings, Gabriel Medina (BRA), Jordy Smith (ZAF) and Julian Wilson (AUS). The next several days are packed with swell, but the windows for favorable conditions will be sporadic. Mid size surf on Saturday morning is accompanied by light wind, but surf will fade through the day as wind trends onshore. A large, maxed out NNW swell will build on Sunday the 10th, along with NE trades. Monday the 11th should be similar to this morning (both size and wind).  Watching for another significant NW swell to peak on Wednesday the 13th; Pipe will likely be maxed out and wind conditions may be poor. Then finally, a smaller, yet still fun size WNW-NW swell possible for the 18th-20th.

North Korea Launches Ballistic Missile: U.S. and South Korean Officials Confirm

North Korea launched an unidentified ballistic missile Tuesday, the South Korean Joint Chiefs of Staff confirmed in a statement. U.S. officials later confirmed it as well. The launch, the first since Sept. 15, came a day after it was reported that the Japanese government had intercepted radio signals suggesting North Korea would launch another missile. South Korean and U.S. authorities are reportedly analyzing the missile’s trajectory.

Trump Tells China He Believes in a Solution to the North Korea Nuclear Crisis

U.S. President Donald Trump told Chinese President Xi Jinping on Thursday that he believes, like Xi, that a solution can be found to the North Korean nuclear issue, a day after warning Pyongyang of the grave danger of developing nuclear weapons.

Speaking alongside Xi in the Chinese capital, Trump also said it was disappointing that his predecessors had let the bilateral trade balance get out of kilter.

“But we will make it fair and it will be tremendous for both of us,” Trump said, expressing respect for Xi.

Trump is pressing China to tighten the screws further on North Korea and its development of nuclear weapons. At least modest progress is hoped for, although there are no immediate signs of a major breakthrough, a U.S. official said earlier on Thursday.

Referring to Xi, Trump said: “I do believe there’s a solution to that, as do you.”

In a show of the importance China puts on Trump’s first official visit, Thursday’s welcoming ceremony outside Beijing’s Great Hall of the People overlooking Tiananmen Square was broadcast live on state television–unprecedented treatment for a visiting leader.

Xi said he had a deep exchange of views with Trump and reached consensus on numerous issues of mutual concern.

“For China, cooperation is the only real choice, only win-win can lead to an even better future,” he said.

Xi said China and the United States strengthened high-level dialogue on all fronts over the past year and increased coordination on major international issues, such as the Korean peninsula and Afghanistan.

“Relations between China and the United States are now on a new historical starting point,” Xi said

Trump and Xi hit it off at their first meeting in April at Trump’s Mar-a-Lago resort in Florida and continued their “bromance” on Wednesday with an afternoon of sightseeing together with their wives, followed by dinner. However, deep divisions persist over trade and North Korea.

And while Xi is riding high after consolidating power at a twice-a-decade Communist Party Congress last month, Trump comes to China saddled with low public approval ratings and dogged by investigations into Russian links to his election campaign.

‘HORRIBLE’ TRADE SURPLUS

Trump has ratcheted up his criticism of China’s massive trade surplus with the United States – calling it “embarrassing” and “horrible” last week – and has accused Beijing of unfair trade practices, fueling worries of increased tension between the world’s two largest trading countries.

For its part, China says U.S. restrictions on Chinese investments in the United States and on high-tech exports need to be addressed.

More than $ 250 billion in commercial deals between U.S. and Chinese firms were signed during the visit, China’s commerce minister said. Several corporate CEOs are in Beijing as part of a delegation led by U.S. Commerce Secretary Wilbur Ross.

Some in the U.S. business community have expressed worry that contract wins could come at the expense of resolving long-standing complaints over market access restrictions in China.

“This shows that we have a strong, vibrant bilateral economic relationship, and yet we still need to focus on leveling the playing field because U.S. companies continue to be disadvantaged doing business in China,” said William Zarit, chairman of the American Chamber of Commerce in China.

Trump railed against China’s trade practices during the 2016 U.S. presidential campaign and threatened to take action once in office. But he has since held back on any major trade penalties, making clear he was doing so to give Beijing time to make progress reining in North Korea.

‘IN SYNC’

A U.S. official said both sides are “in sync” about wanting to minimize friction during the visit and recreate the positive tone of the Mar-a-Lago summit.

Trump was not expected to put much emphasis in his talks with Xi on thorny issues like the disputed South China Sea and self-ruled Taiwan, claimed by China as its own, although the two presidents’ aides may deal with those matters privately, the official told Reuters, speaking on condition of anonymity.

China has repeatedly pushed back at suggestions it should be doing more to rein in North Korea, which does about 90 percent of its trade with China, saying it is fully enforcing U.N. sanctions and that everyone has a responsibility to lower tensions and get talks back on track.

Trump used some of his toughest language yet against North Korea in a wide-ranging address in Seoul on Wednesday that lodged specific accusations of chilling human rights abuses, although he offered no evidence to support the accusations.

He also called on countries around the world to isolate Pyongyang by denying it “any form of support, supply or acceptance”.

Chinese state media praised the tone of the initial get-together on Thursday, part of what China has promised will be a “state visit plus” for Trump.

“Trump seems to be pragmatic on his Beijing policy, and has no interest in ideological diplomacy.He hasn’t used the issue of human rights to make trouble for China so far, and this means theSino-US relationship can focus on substantive matters,” influential tabloid the Global Times said in an editorial.

Trump to North Korea: ‘Do Not Try Us’

President Donald Trump on Wednesday warned North Korea not to “underestimate” the U.S. in a stern speech before South Korean lawmakers at the National Assembly in Seoul. “Do not underestimate us. Do not try us,” he said, vowing that the U.S. would respond to any nuclear threats from North Korea. In comments full of praise for South Korea’s military and condemnation for Pyongyang’s “military cult” leadership, Trump described life in North Korea as a “dark fantasy” and directly addressed leader Kim Jong Un. “The weapons you are acquiring are not making you safer, they are putting your regime in grave danger,” he said. He called on other countries throughout the world to isolate Pyongyang and deny the country “any form of support, supply, or acceptance.” “We will not allow American cities to be threatened with destruction. We will not be intimidated,” he said. “The world cannot tolerate the menace of a rogue regime that threatens it with nuclear devastation.”

North Carolina Central Awarded $16.3 Million to Research African American Health Disparities

North Carolina Central University has been awarded $ 16.3 million by the National Institute on Minority Health and Health Disparities, part of the National Institutes of Health, for a new Research Center in Minority Institutions. The new center will focus on elevating the university’s health disparities research program.

Deepak Kumar, Ph.D., director of the Julius L. Chambers Biomedical/Biotechnology Research Institute, is the principal investigator for the grant, which will support health disparities research activities across campus at NCCU.

NCCU is one of the seven minority-serving institutions that were recipients of this award. The research funding is the largest annual grant amount received for a non-Title III grant by NCCU, and the largest funding for a single principal investigator on the campus.

The new RCMI Center for Health Disparities Research will conduct three innovative basic biomedical and behavioral research projects, along with health disparities research pilot projects, involving robust mentoring, development of core facilities, and leveraging of resources and partnerships with community-based organizations and neighboring institutions in the Research Triangle area. The center will also promote a collaborative research environment conducive to career enhancement for postdoctoral trainees and NCCU faculty at all levels.

“This major research grant will allow North Carolina Central University to engage in transformative research that examines health disparities and identifies real-world solutions that strengthen health care for minority populations throughout our state,” said University of North Carolina President Margaret Spellings. “Moreover, the establishment of the new Research Center in Minority Institutions supports our shared goal of enhancing research opportunities, which will ultimately improve the quality of life of our citizens and generate economic growth.”

Johnson O. Akinleye, Ph.D., chancellor of NCCU, said, “The significant research funding provided by the National Institutes of Health elevates North Carolina Central University’s noteworthy work investigating solutions to some of the nation’s toughest health disparities that persist as challenges to communities of color. Through this grant, I am thrilled that Dr. Kumar and his team are already fulfilling three of the six strategic priorities represented in ‘The Eagle Promise‘ initiative, which focus on expanding research, facilitating innovative strategic partnerships with the Research Triangle Park, and building new infrastructure for the university.”

The mission of NCCU’s Research Center in Minority Institutions is to develop and strengthen the research infrastructure at NCCU for conducting cutting-edge health disparities research and to foster the next generation of minority biomedical researchers.

It has three main objectives: 1) enhance the research capacity at NCCU within the areas of basic, behavioral, and translational biomedical research; 2) diversify the biomedical research workforce and to prepare researchers who are successful extramurally funded health disparities investigators and 3) promote a collaborative environment for interdisciplinary research and establish sustainable relationships with neighboring research and community-based organizations to advance cutting-edge health disparities research at NCCU.

The core of the research center will focus on African American men, stress, kidney and cardiometabolic disease; breast cancer disparities and metabolic stress; diet-induced obesity and metabolic syndrome; community engagement and pilot projects, and mentoring.

“NCCU demonstrated its commitment to biomedical research by creating two biotechnology research institutes, BBRI and BRITE,” stated Kumar. “We are grateful to NIH/NIMHD for providing NCCU with this unprecedented opportunity to further enhance biomedical research by developing infrastructure, preparing the next generation of minority researchers and bringing faculty together in cutting-edge, interdisciplinary research projects to advance our mission of addressing health disparities.

“The grant will foster collaborations and leverage resources from research and community-based organizations from the Research Triangle area and in North Carolina. This is a team effort across campus that will impact five NCCU colleges and schools, along with BBRI and BRITE. I am excited about Chancellor Akinleye’s ‘The Eagle Promise’ initiative and am grateful for his support and vision.”

In a press release announcing the award, NIMHD Director, Dr. Eliseo Pérez-Stable said: “Institutions with historical commitment to diversity are essential to supporting scientific research and providing healthcare to underserved communities. These institutions are uniquely positioned to engage minority populations in research, and in the translation of research advances into culturally competent, measurable and sustained improvements in health outcomes.”

Jessica Ogden has just finished applying a fresh lick of paint to the holiday cottage, one of two she rents out at Te Moana, close to Ocho Rios, occupying a scenic position on a cliff 30ft above the Caribbean Sea.

Unlike other luxurious and more opulent villas in the area, these cottages feel rustic, cosy and uniquely personal. That’s because they are. For Jessica, a fashion designer, they are an extension of her work, following in the footsteps of her mother, Annabella, who moved here in the 1960s. When her mother died two years ago, Jessica moved out soon afterwards to live at the family home. Although she has lived abroad for most of her adult life, her roots in Jamaica run deep. Annabella ran an art gallery here, Harmony Hall, which she opened in 1981, displaying the work of local artists – the gallery is still thriving today in a former 19th-century clergy house. Now Jessica has taken on the family business with her brother, looking after the two cottages at Te Moana, and adding a few touches of her own.

North Carolina Academic Fraud Decision Exposes College Sports Hypocrisy

Major college sports scandals tend to fall into several categories. One involves money. Compensation for college athletes is limited to scholarships and stipends; market-based salaries and third-party sponsorships are prohibited. So benefits must slip under the table. Look no further than the potential grandaddy of all financial fracases, the FBI-led criminal investigation — made public in September — into six-figure payments to college basketball players and their families, and five-figure bribes to coaches. The probe has resulted in 10 arrests of assorted sneaker company reps, financial advisers, and assistant coaches, Hall of Fame Louisville Coach Rick Pitino all but officially losing his job, and the potential for crippling penalties to be imposed on some of the nation’s top hoops programs.

Another involves academics. Like when North Carolina athletes — many from the football and men’s basketball teams — took over 1,800 sham classes requiring minimal work from 1999-2011, largely to inflate grades and boost their eligibility according to an independent report released in 2014.

Only in the curious world of college sports would the gears of capitalism, in the form of payments received by college athletes because another party values their services, help spark a criminal investigation, whereas a clear violation of the fundamental premise of college athletics — students will receive an education in lieu of payment— gets a pass.

On Friday, the NCAA announced that it “could not conclude that the University of North Carolina violated NCAA academic rules” in the phony class scandal. So it did not levy any punishment on its athletic department. No future scholarships were stripped, no wins were vacated, no restrictions on bowl eligibility or post-season play were handed down. The NCAA did not deny the existence of academic fraud at North Carolina, but concluded that since the classes were open to the entire student body, it could not penalize North Carolina athletics. (North Carolina has disputed some findings of the independent report).

“While student-athletes likely benefited from the so-called ‘paper courses’ offered by North Carolina, the information available in the record did not establish that the courses were solely created, offered and maintained as an orchestrated effort to benefit student-athletes,” said Greg Sankey, the commissioner of the Southeastern Conference, who headed a panel that investigated the case. The NCAA subtlety shifted some blame to schools who sign off on its bylaws. “NCAA policy is clear,” he said. “The NCAA defers to its member schools to determine whether academic fraud occurred and, ultimately, the panel is bound to making decisions within the rules set by the membership.”

For years, North Carolina gamed the system, and cheated athletes. Some were funneled into classes that required little work for high grades. While their educations suffered, the athletes entertained Tar Heel fans, minted money for the school, and helped line the pockets of coaches and administrators. And the school got away with it. “The NCAA’s decision doesn’t really surprise me,” says Mary Willingham, a learning specialist in the North Carolina athletic department from 2003-2010 who blew the whistle on the academic scandal, and later reached a legal settlement with the university; she had sued North Carolina, saying that she was subject to retaliation for speaking out. “At the same time, it’s sad. It’s appalling. We’re just exploiting kids. We don’t care if they get an education.” Willingham insists the paper class curriculum in the school’s Department of African and Afro-American Studies benefitted sports teams. “I saw it for seven years,” says Willingham, who now works as a literacy director for charter schools in Arkansas. “The conversation was, ‘pop this kids out of this class, put him in a paper class to keep him eligible.’”

The contrast between the lack of fallout in the North Carolina scandal and the seriousness of the criminal probe into college hoops is striking. The defendants in the federal cases may have violated statutes regarding interstate commerce and acted unethically. For example, any coach who steers an impressionable young athlete to a certain adviser because that adviser had paid him is quite shady at best. Still, the underground college sports economy that the FBI exposed exists because the NCAA restricts the earning power of its athletes. “If you remove amateurism and you remove NCAA rules that athletes can’t be compensated, what is wrong with the movement of money to get things that people want?” says Kenneth Shropshire, professor of global sport at Arizona State University. “If I go to Wall Street, some of the richest people on the planet are compensated for introducing people to other people with money, and taking a percentage for that introduction. Deals are brokered all the time. Classically that’s called business.”

After today’s NCAA decision, the message is clear. Coaches and companies who’ve paid college kids, because they’re talented, should be quaking under the desks. The FBI could be trailing you. Schools that play games with academics and defraud athletes of a true education: the consequences could be far less severe.
