Congressional Talks on Border Security Are Said to Have Broken Down

Talks to avert a second government shutdown over border wall funding broke down on Saturday, and Republicans and Democrats have stopped communicating for now, according to two people familiar with the state of the talks.

The latest sticking point appears to be over detention beds operated by the U.S. Immigration and Customs Enforcement, one person said.

Mick Mulvaney, the acting White House chief of staff, said Sunday that a shutdown isn’t the most likely option but that he “absolutely cannot” rule it out.

“He’s going to do whatever he legally can to secure the border,” Mulvaney said of President Donald Trump on NBC’s “Meet the Press,” one of two scheduled appearances on Sunday talk shows.

“You cannot take a shutdown off the table, and you cannot take $ 5.7 (billion) off the table,” he said, referring to the level of funds Trump has been demanding for a wall on the U.S.-Mexican border.

Mulvaney spoke as Congressional negotiators continue talks on a security plan that includes some sort of barrier on the border, hoping to complete a deal to avert another government shutdown. It wasn’t fair to say that Trump would sign whatever Congress comes up with, Mulvaney said, terming the level of proposed border wall funding “all over the map.”

As of Saturday it seemed that negotiators were homing in on a proposal with border barrier funding of between $ 1.3 billion and $ 2 billion, said a person familiar with the talks.

Trump was back in the fray late Saturday afternoon, indicating in a tweet that if Democrats didn’t give him all the wall money he’s demanded, he may use executive action to build it. Democrats have warned such action would face court challenges, and some Republicans have suggested it’s an option best avoided.

Playing it safe. Jussie Smollett, who was attacked in an apparent hate crime that left him hospitalized in Chicago on Tuesday, January 29, has canceled a scheduled meet and greet with fans in L.A. over safety concerns, TMZ reports.

According to the outlet, ticket-holders for the Empire actor’s show at the Troubadour on Saturday, February 2, received an email informing them that Smollett would not be appearing for the meet and greet portion of the show.

“Jussie is so honored to perform for his fans, friends and family on Saturday night,” the email read. “However, please forgive us. For security reasons we cannot accommodate any meet & greets. Your meet & greet upgrade can either be refunded, or donated to the Black AIDS Institute in your name … Thank you for understanding and thank you for your continuous love and support.”

Earlier on Friday, the Marshall star, 35, spoke out about the attack for the first time. “Let me start by saying that I’m OK. My body is strong but my soul is stronger. More importantly I want to say thank you. The outpouring of love and support from my village has meant more than I will ever be able to truly put into words,” he said in a statement to Essence on Friday, February 1.

The actor continued: “I am working with authorities and have been 100 percent factual and consistent on every level. Despite my frustrations and deep concern with certain inaccuracies and misrepresentations that have been spread, I still believe that justice will be served. As my family stated, these types of cowardly attacks are happening to my sisters, brothers and non-gender conforming siblings daily. I am not and should not be looked upon as an isolated incident. We will talk soon and I will address all details of this horrific incident, but I need a moment to process. Most importantly, during times of trauma, grief and pain, there is still a responsibility to lead with love. It’s all I know. And that can’t be kicked out of me. With Love, respect & honor … Jussie.”

One day prior, the Mighty Ducks star’s family released a statement to Us Weekly about the incident, saying, “In the early hours of Tuesday morning, our beloved son and brother, Jussie, was the victim of a violent and unprovoked attack. We want to be clear — this was a racial and homophobic hate crime. We are so grateful that God saw him through this cowardly attack alive. Jussie is a warrior whose light cannot be dimmed.”

Celebrities, including Smollett’s Empire costars, Taraji P. Henson and Terrence Howard, also spoke out against his attackers and gave some insight into the “Hurt People” singer’s state of mind.

“You know, he’s angry, but I know Jussie,” the Oscar nominee, 49, said during an appearance on Good Morning America on Wednesday, January 30. “Jussie’s anger will dissipate and he will forgive these people for what they did. But he won’t — and we cannot — forget their actions. They have to be forgiven because it was done out of ignorance.”

Chicago Police Department spokesman Anthony Guglielmi confirmed to Us on Tuesday that Smollett, who spoke about his sexuality to Out magazine in March 2016, was hospitalized after being assaulted by two unidentified subjects who yelled “racial and homophobic slurs toward him.”

“The offenders began to batter the victim with their hands about the face and poured an unknown chemical substance on the victim,” Guglielmi told Us. “At some point during the incident, one of the offenders wrapped a rope around the victim’s neck. … Given the severity of the allegations, we are taking this investigation very seriously and treating it as a possible hate crime.”

Smollett transported himself to Northwestern Memorial Hospital and was released on Tuesday in “good condition.”

Chicago police confirmed to Us on Wednesday that they had found potential persons of interest in a surveillance video.

Potential amendments to the law that would allow this aid to continue are on hold due to the shutdown, two sources familiar with the issue told The Daily Beast. The atmosphere of confrontation and crisis in Washington is such, that orders of business like fixing bad legislation slip to the wayside.

Even Roger Federer Needed His Security Pass at the Australian Open

(MELBOURNE, Australia) — Maybe Roger Federer isn’t as famous as we thought.

Turns out that even he must carry his tournament ID to get where he’s try to go at the Australian Open.

Rules are rules, after all.

So what if Federer is a six-time champion at Melbourne Park … the owner of 20 Grand Slam titles in all … a man who’s spent more weeks ranked No. 1 than any other … and one of the most recognizable athletes on the planet?

A video showing Federer stopped by a security guard in a hallway outside a locker room at the Grand Slam tournament made the rounds on Twitter on Saturday, drawing a mix of amazement and amusement.

In the clip, the guard is seen indicating to Federer that he was missing his Australian Open accreditation pass. Players, coaches, officials, members of the media and others are given lanyards with badges that have a name, a photo, tournament role and a bar code that can be scanned at security checkpoints.

Federer didn’t argue. He stood patiently, waiting until he was joined by members of his entourage. That’s when he was allowed to proceed and go through the door.

Saturday was a practice day for Federer at Melbourne Park.

He is scheduled to face Stefanos Tsitsipas in the fourth round on Sunday.

With the shutdown in effect, the borders remain guarded and ships, planes, and trains–as well as merchandise–will still be allowed to enter and leave the U.S. under a contingency plan set by the Department of Homeland Security. Nearly 88% of its workers will be required to report to work, but will not receive a paycheck for the duration of the funding lapse.

About 53,000 TSA employees, 54,000 Customs and Border Protection agents and officers, and 42,000 Coast Guard members and staff must work without pay, according to research from the Senate Appropriation Committee’s vice chair, Democrat Patrick Leahy. Essential employees also include anyone involved in counter-terrorism efforts, intelligence gathering, or providing telecommunications support for DHS workers.

The 88% of all DHS employees who must remain on the job are part of about 420,000 federal workers also forced to perform their duties at agencies for whom no budget or stopgap measure has been approved. Some may receive payment if funds remain in certain accounts or their positions or work are funded by agencies unaffected by the partial shutdown. The other 12% of DHS workers, and 380,000 employees across government, will be furloughed–and also not paid for the duration.

DHS and other federal workers required to report to their jobs will receive back pay when a funding measure finally gets approved. Furloughed workers will almost certainly also receive pay for the period they were not working, as has happened routinely following previous shutdowns, such as a brief one in January 2018.

Federal agencies generally cannot spend money ahead of appropriations, requiring this suspension of non-essential operations and all pay. But workers who fit certain exemptions have to report to work during government shutdowns. The DHS noted in a contingency plan prepared for the shutdown, “An employee who refuses to report for work after being ordered to do so will be considered to be in an absence without leave status and may be subject to administrative or disciplinary action for not reporting for work.”

In that plan, updated Dec. 17, DHS spelled out the many exemptions that apply to its employees. That includes members of the active military, those engaged in foreign relations essential to national security, and most significantly, workers who are “necessary for the safety of human life or protection of property.” That sweeps in most DHS employees outside of those involved in planning, research, auditing, training, and areas related to regulatory and public policy work.

These Countries Pose the Biggest Threat to U.S. National Security, Says Kissinger Associates CEO

Since the Cold War ended, U.S. national security has focused on issues like terrorism and climate change rather than conflict with other countries, says Jami Miscik, CEO of geopolitical consulting firm Kissinger Associates.

But she said that trend is now reversing, with Russia and China returning to the lead the list of national security risks. Of course, Russia is alleged to have interfered in the 2016 U.S. presidential campaign while China and the U.S. are engaged in a trade war that is expected to intensify.

Miscik, speaking at Fortune’s Most Powerful Women Summit on Wednesday in Laguna Niguel, Calif., also named Brazil as a potential hot spot because of its upcoming elections that could put a more extreme far-right government in power. Meanwhile, in Iran, more extreme leaders may be coming into power because the economic prosperity promised by moderate politicians after the U.S.-Iran Nuclear Deal failed to materialize.

“I don’t think [Western] companies ran in there the way moderates in Iran hoped they would,” Miscik said. “Domestically, the moderates have declined in popularity.”

When it comes to China, she expects that President Donald Trump’s trade war will worsen relations. The longtime safeguard against conflict between the U.S. and China–their financial interdependence–is no longer enough.

“I think the tensions are here. I think they’re likely to grow,” she said before adding: “What we really are interdependent on is trade. If we take that off the table, with sanctions or tariffs, we start to remove the one thing that links us together.”

When asked to assess President Trump on foreign relations, Miscik praised his decision to pull the U.S. out of the Trans-Pacific Partnership and his renegotiation of NAFTA. But in general, she criticized his approach toward America’s allies.

“I do not give him a high grade on making our allies feel comfortable that we will be there for them,” Miscik said.

Miscik said that financial prowess is what allows the U.S. to wield global power. Most transactions come through the American economy at some point, which gives the U.S. government jurisdiction to enforce measures like sanctions on other countries.

“We have economic exceptionalism in our control of the national financial system,” she said, but countries are beginning to explore alternative payment methods in order to avoid the U.S. entirely, which could dilute America’s international influence.

Despite the increased risks from individual nations, functional issues remain a significant threat, from terrorism and rising nationalism to nuclear proliferation, populism, and authoritarianism.

“Climate change has officially become a national security issue,” Miscik said, based on the huge number of Americans living in coastal areas that are in danger of flooding if water levels rise.

She also warned about cybersecurity threats and the new types of attacks that U.S. organizations may need to be prepared to face.

“The one I’m worried about now, especially for businesses, is an attack that manipulates the data,” she said–a tactic that could be used to undermine confidence in American institutions and financial systems.
