A Texas mother who went to her daughter’s high school to register her for class says she wasn’t allowed on the property because she was wearing a headscarf and a Marilyn Monroe T-shirt dress. Joselyn Lewis told Houston NBC affiliate KPRC that she thought an administrator at Madison High School mistook her for a student, so she explained who she was.

“She went on to say that she still couldn’t let me on the premises because I was not in dress code and I still didn’t understand what that meant,” Lewis told the news outlet. “She said that my headscarf was out of dress code and my dress was too short.”

Madison High School and the Houston Independent School District did not immediately respond to People’s request for comment.

Lewis explained to KPRC that she was in the middle of getting her hair done, so she decided to keep it up. Her dress also passed the finger-length test and wasn’t shorter than her finger, she added.

Lewis decided on Monday morning to enroll her 15-year-old daughter at Madison High School because she had been previously bullied at Lamar High School. Lamar did not immediately return People’s request for comment.

“When I went to Lamar, I had no problems, but when I got to Madison High School, they refused me access to the premises because of what I had on,” she told KPRC. “I mean, I didn’t understand why my headscarf and my dress would conflict with me enrolling someone in school.”

When she asked to see if there was any documentation of the parent dress code, the school wouldn’t show her anything, the mom says. And when she refused to leave, the school called the police department.

“They called them on me and I guess he was coming to tell me to leave, but I was already on the phone with the school board,” she said.

Speaking with KPRC, Lewis remained firm on her stance that “I can wear what I want to wear,” and added, “I don’t have to get all dolled up to enroll her to school. My child’s education, anyone’s child’s education, should be more important than what someone has on. That shouldn’t matter.”

Texas Lawmakers Take Aim At Surprise Medical Bills

A bipartisan group of lawmakers announced plans to address surprise medical bills in a way that would take the “burden” off Texans.

During a press conference Thursday, state Sen. Kelly Hancock, a Republican from suburban Fort Worth, announced he had filed a bill aimed at preventing medical providers from balance-billing patients, among other things. State Rep. Trey Martinez Fischer, a Democrat from San Antonio, is filing a similar bill in the House.

If passed, the legislation would force medical providers and health insurers to mediate payment disputes before they send bills to patients. Hancock said the point of SB 1264 is to take “the burden off of patients.”

“[It] takes it off of their plates completely,” Hancock said.

He highlighted the case of Drew Calver, a public school teacher in Austin whose six-figure hospital bill after a heart attack was featured in a “Bill of the Month” investigation by KHN, NPR member station KUT and CBS. Hancock noted Calver’s bill was reduced after the media attention, but it shouldn’t take such attention for a patient to get a reasonable bill.

Under this legislation, both sides of the payment dispute would settle their issues through an existing balance-bill mediation program. The Texas Department of Insurance program has been successful in lowering medical bills across the state.

The legislation would beef up the program, which addresses surprise balance bills greater than $ 500 from all emergency providers, including free-standing emergency departments and all out-of-network providers working at a network facility.

“This is designed to apply in situations where patients don’t have any choice which facility they go to or which physician is involved in their care,” Hancock said.

The insurance department’s mediation program, historically, had many loopholes and few consumers qualified for help. It was expanded in 2017, though, and more patients have been filing complaints.

For example, in 2014, the department was asked to mediate 686 medical bills. During the 2018 fiscal year, it received 4,445 bills.

Hancock said the program, so far, has saved Texas patients $ 30 million.

Consumer advocates argued the system works only when patients know mediation is an option, however.

Stacey Pogue, a senior policy analyst with the Center for Public Policy Priorities, said patients don’t always know help is available or they find the process intimidating.

“The instructions for how to do it are on your medical bill and your explanation of benefits — the most indecipherable documents you are going to get,” she told KUT earlier this year.

She and others have argued Texas should adopt a program similar to those in states like New York, California and Florida, whose systems are more consumer-friendly.

Martinez Fischer said it’s time Texas officials step in to help patients who are caught in the middle of disputes between medical providers and health insurers.

“It has been an industry issue for a few years — I grant you that,” he said, “the health plans and the providers fighting over their business interests, and I respect that. But 10 years later, it is a consumer issue.”

Among other things, Hancock’s bill would allow people with federally regulated self-funded health plans to opt into the state’s mediation program. According to Hancock, those plans make up about 40 percent of Texas’ insurance market, but those consumers are currently not able to take part in the program. Hancock said this should provide relief to consumers while federal lawmakers weigh their own efforts to address surprise medical bills.

“Texas will send a loud and clear signal to D.C. that similar consumer protections need to be passed at the federal level,” Hancock said. “Until then, Texas … [is] committed to doing something about it.”

U.S. Rep. Lloyd Doggett said he’s encouraged by Texas’ efforts, but called federal protections “essential.”

“Only approval in Congress of legislation like my End Surprise Billing Act can both protect those who work for large employers with self-funded, federally regulated ERISA plans and assure that patients across America are not forced to pay the price for conflicts between insurers and health care providers,” he said in a statement.

Man Arrested In Texas After Telling Kids Santa Isn’t Real

DALLAS (AP) — Police say a 31-year-old protester who told children Santa Claus is not real has been arrested for trespassing at a North Texas church.

Aaron Urbanski was arrested Saturday after authorities were called to a church in Cleburne, which was hosting a breakfast with Santa event. Police say they found three people demonstrating outside the church after responding to a trespassing complaint.

Authorities say Urbanski refused to leave and continued to cause a disturbance. Urbanski, who was charged with criminal trespass, has been booked into the Johnson County Law Enforcement Center.

Cleburne Mayor Scott Cain weighed in on Facebook, saying “Don’t Mess With Santa!” The mayor continued: “Guess they wanted coal in their stockings to go with a court appearance.”

Say What Now? Two Texas Women Accused of Sex with 14-Year-Old Boy They Met at Pool Party

Two women are being accused of having sex with raping a 14-year-old boy they met at a pool party back in July.

One of the women allegedly warned the teen to keep quiet after their encounter.

Local reports state the party in Temple, Texas, was attended by both minors and adults.

The suspects — Desiree Cherie Hovatter, 19, of Houston, and Austin resident Savanna Nicole Spurlock, 21 — allegedly met the teen at the party, and later, Hovatter is accused of returning with the boy to his home and having sex with him in his sister’s bed. The Temple Daily Telegram reports the alleged victim’s parents were out of town at the time of the incident attending to a family emergency.

Spurlock is accused of having sex with the boy in mid-August, according to KWTX.

Hovatter and Spurlock were charged with second-degree felony sexual assault of a child. Both remain in custody on $ 100,000 bond, but it was unclear if either had appeared before a judge to enter a plea.

PEOPLE was unable to determine if they had lawyers who could comment on the allegations for them.

According to the Daily Telegram, a relative of the teen said he admitted to her that he’d had sex with Hovatter.

The boy allegedly told a forensic examiner he had sex with both Hovatter and Spurlock, according to KWTX, and that Spurlock allegedly told him in August not to tell anyone about what happened or “she would have to go to jail for 10 years.”

The two women face 20 years in prison if convicted

Safety Brandon Jones aggravated an ankle injury at the team hotel earlier Saturday. Then, two plays into the game, cornerback Davante Davis had to leave with an upper body injury. Say What Now? Four Men Killed, One Injured at Texas Toddler’s Birthday Party [Video]

Four men were found dead and one injured in after a fight between families erupted at a 1-year-old’s birthday party in Texas on Saturday.

Sgt. Nathan Brandley of the Texas Department of Public Safety said the men were killed at a party in Taft, Texas, after an altercation escalated.

The injured man was airlifted to a hospital in Corpus Christi, where his condition remains unknown. Taft, a small town of about 3,000, is seated about 12 miles north of Corpus Christi.

Brandley said police are on the hunt for two suspects believed to be connected to the shooting.

Senseless.
