They’re persistent, annoying and can make you look like you’ve had zero hours’ sleep even when you’ve managed eight. Dark under eye circles affect a lot of us at some point in our lives; but what actually causes them, and can you get rid of them?

We caught up with some of the experts to find out what can be done about dark under eye bags…

What causes dark under eye circles?

According to No7, the three leading factors associated with having dark circles under eyes are thinner skin, hyper-pigmentation and thicker or increased number of capillaries.

‘Dark circles under the eyes can be caused by a number of different factors, from genetics to skin allergies,’ explains Dr Anjali Mahto, consultant dermatologist at London’s Cadogan Clinic and author of The Skincare Bible. ‘Rings under the eyes often run within a family and can be down to your skin type.

‘Dark circles are very common, however hyperpigmentation under the eyes is more common in Asian skin because dark-skinned people have more melanin (the pigment which gives skin its colour) than light-skinned people. This is sometimes known as periorbital melanosis.

‘Lifestyle choices also play a big part in dark circles. When you don’t get enough sleep at night, you lose hydration around the eye area and underlying blood vessels appear more prominent. Ageing is another factor, as we age our skin thins, which makes blood vessels more visible and we lose volume due to a depletion in collagen, pulling the lower eye area down and creating hollow contours and shadows.

‘Those with chronic inflammatory skin disorders such as eczema or skin allergies may also suffer from this problem. Inflamed, itchy skin can result in hyperpigmentation, which is followed by rubbing and scratching of the affected area.’

How to get rid of dark under eye circles

There’s no ‘cure’ for dark circles per se, but there are a few things you can do to make them less visible.

‘UV radiation and too much exposure to the sun can result in worsening of pre-existing dark circles. I recommend wearing daily sunscreen to prevent damage to ’normal’ skin, as well as limiting further pigmentation problems once dark circles have already developed,’ says Dr Anjali.

‘Wear SPF around the eyes and high-quality sunglasses that are able to filter out radiation in an effective manner are also recommended.

‘Sleep is so important. Loss of sleep results in lacklustre skin and a sallow complexion. Getting enough sleep can help with visibility. Also, too much salt and alcohol will dehydrate your skin, making your eyes puffy and your circles look a lot worse.’

Eye cream for dark circles

When looking for the right eye cream for dark circles, there are a few key ingredients you can look for that will help your cause. ‘Vitamin C, kojic acids, arbutin and hydroquinone help to reduce melanin production so look out for these key ingredients when buying an eye cream,’ advises Dr Anjali.

‘Most of us have a blue tone under the eye but if you have more pink/cool undertone in the skin, the darkness appears as purple and blue,’ explains Bobbi Brown Senior PRO Artist Amy Conway. ‘If you have a more golden/warm undertone it appears as brown and grey under the eye.

‘For darkness, a corrector is essential! It’s a creamy formula that instantly corrects purple, blue or brown shadows. Then opt for a creamy concealer to layer onto to brighten and lift the under eye as well as bringing it back to skin tone.

‘For extreme dryness opt for a rich balm like eye cream. I love the Bobbi Brown Extra Repair Eye Cream for extreme dryness as it instantly calms and brightens and then hydrates the under eye all day long.’

Below, Amy shares her three steps to successfully covering up dark circles with make-up.

Step 1: Prep

‘Start by prepping the skin with a hydrating eye cream, this will ensure your concealer looks bright and smooth all day look and will stop any creasing. I love Bobbi Brown’s Hydrating Eye Cream as it’s also a primer which will give you that extra longevity to your make-up.’

Step 2: Correct

‘A corrector is an essential to banish any darkness under the eye. These come in two tones- often a pink and a peach. Pink correctors will take out any blueness or purple shadow. Peach correctors will take out and brown or greyish shadow. Once you find your shade, apply from the inner with a brush a blend outwards and down concentrating on the darkness only.

‘Top tip: apply most of your product towards the inner corner of the eye to give and instant brightness, and skip the outer corner as that’s where we have more texture.’

Step 3: Perfect

‘Next layer a concealer on top and blend out towards the cheekbone. The job of a concealer is to give you that extra coverage whilst bringing it back to skin tone for a flawless finish. Also do keep your Concealer in your handbag as it’s the perfect product for touch ups throughout the day.

Is there a dark under eye circles treatment out there?

‘If puffiness is an issue then surgical treatment called blepharoplasty is the only thing that will make a considerable difference to the appearance of the skin,’ Dr Anjali says.

Looking Under the Hood: 14 Years Photographing White Power

On June 10, 1966, three Klansmen murdered Ben Chester White, a 67-year-old African American farmhand, in Homochitto National Forest, southwestern Mississippi. They had kidnapped White from the nearby town of Natchez, shot him at least 18 times, and thrown his body off of a bridge into the creek below. The FBI believed that the wanton killing was part of a plot to attract Martin Luther King Jr. to Natchez, where the Klan hoped to assassinate him too.

Almost 50 years later, photographer Anthony Karen was standing on the bridge in Homochitto. FBI documents that he had obtained through Freedom of Information Act requests corroborated that this was indeed the site of White’s murder, though Karen could not be certain which bank of the 10-foot-wide creek his body had washed up on to be discovered by a picnicking family in 1966. But there was one cruel lead: the carcass of a poached deer, caught on the right bank.

The 53-year-old Karen’s journey to Homochitto was part of his larger collection of work on the white power movement. Since 2005, he has been photographing hate groups across the United States, from Klansmen in Kentucky to Nazis in Pennsylvania. Unwilling to be cast as a propagandist, he has further investigated the causes and consequences of hate groups, such as in projects documenting the history of a Nazi who discovers that he has Jewish heritage and following the trail of Ku Klux Klan-related crimes during the Civil Rights era, including the murder of Ben Chester White.

Drug Industry Patents Go Under Senate Judiciary Committee’s Microscope

Congress isn’t making much headway in finding a solution to the problem of soaring prescription drug prices, but lawmakers from both parties are tinkering on the edges with legislation that aims to increase competition among drugmakers.

A comprehensive piece of drug-pricing legislation is a high priority for Senate Finance Committee Chairman Chuck Grassley (R-Iowa) and Sen. Ron Wyden (D-Ore.). And it could be introduced by mid-June, according to congressional staff.

But while that is hashed out, a slate of options to reform drug patents is working its way through the Senate Judiciary Committee, which had a hearing Tuesday featuring academics, patient advocates and a representative from the pharmaceutical industry. Their mission: to increase competition without decreasing innovation in the industry.

“I think we’re dangerously close to building a bipartisanship consensus around change,” Sen. Dick Durbin (D-Ill.) said during the hearing.

The four proposed bills share a common goal: avoiding some of the thorny issues around drug pricing, like whether the government will set drug prices or negotiate with manufacturers on what federal programs will pay. Instead, the patent reform proposals get at the ways branded drug manufacturers use patents, and the legal monopolies that are granted with patents, to keep lower-priced generic competitors from reaching patients.

“A package of patent reforms are important because they fix systemic problems that allow prices to go up and keep them high,” testified David Mitchell, the president of Patients for Affordable Drugs, a Washington, D.C.-based advocacy group focused on lowering prescription drug prices.

Sen. John Cornyn (R-Texas) offered specific examples of drugs that have benefited from system issues, including Humira, an expensive drug for arthritis and psoriasis that is protected by 136 patents.

That’s called a “patent thicket,” because it prevents a generic alternative from entering the market for more years — in this case, until 2023 for a drug first approved for use in the United States in 2002. “Is there anyone on the panel who’d like to defend the status quo?” he asked.

“There is no way a biosimilar can deal with a hundred patents,” testified Michael Carrier, a professor at Rutgers Law School. “This is an abuse of the system.”

Among the proposed bills, the Stop STALLING (“Stop Significant and Time-wasting Abuse Limiting Legitimate Innovation of New Generics”) Act — the bipartisan brainchild of Sen. Amy Klobuchar (D-Minn.) and Grassley — is supposed to put a stop to “sham” citizen petitions to the FDA. Critics say these petitions are often introduced by drugmakers under the guise of patient advocacy to slow FDA approval of new generic medicines. “Nearly every one of these citizen petitions is brought by a brand company. None are filed by individuals. I love the legislation. I would go even stronger,” Carrier said.

Grassley is also the lead sponsor on the bipartisan Prescription Pricing for the People Act of 2019. It directs the Federal Trade Commission to investigate mergers of pharmacy benefit managers, the middlemen that negotiate between drugmakers and health plans.

Klobuchar and Grassley teamed up again on another measure, the Preserve Access to Affordable Generics and Biosimilars Act, which they  say would end “anti-competitive behavior” — specifically, deals struck between branded companies and generic companies to keep a generic, or a biosimilar, off the market. Klobuchar, a Democratic presidential candidate, has frequently discussed her opposition to this practice on the campaign trail.

James Stansel — the executive vice president and general counsel of the Pharmaceutical Research and Manufacturers of America, a drug industry trade group, and the lone voice of the pharmaceutical industry on the panel — cautioned against moving too aggressively on this point. “We want to make sure we don’t do something that’s anti-competitive in the hopes it would be pro-competitive,” he said.

There’s also the CREATES (“Creating and Restoring Equal Access to Equivalent Samples”) Act, introduced by Sen. Patrick Leahy (D-Vt.) with 31 bipartisan co-sponsors and endorsed by nearly every witness on Tuesday’s panel. It’s supposed to crack down on branded companies that refuse to sell samples of their drugs to generic companies, a necessary step to increasing the number of generics on the market.

Versions of all four of those bills have also been introduced in the House and advanced out of the House Judiciary Committee.

“The American people are being played for chumps,” said Sen. John Kennedy (R-La.). “Just chumps. And it’s got to stop.”

Furthermore, it is believed, as per TMZ, that ‘the suspect or suspects made off with a ton of cash and jewelry.’

That makes sense since only a few hours before the attack, Rich took to social media to show off his wealth.

The rapper posted a snap of him in front of a purple Lamborghini and holding stacks of cash in his hands.

Furthermore, the man was wearing multiple gold and diamond chains and bracelets at the time so is anyone even surprised some dangerous people couldn’t resist the riches?

‘For motivational purposes only,’ Rich wrote in the caption.

Joy Behar Under Fire After Photo of Her in Blackface Resurfaces

NEW YORK — Joy Behar and ABC were silent Thursday after an old photo resurfaced of “The View” co-host using makeup to darken her skin for a Halloween costume, the latest flashpoint in a series of blackface scandals making national headlines.

The 76-year-old didn’t mention the clip on Thursday’s show, one day after an editor for the entertainment website The Wrap tweeted the three-year-old segment of Behar discussing a resurgence of curly hair.

During the 2016 segment, Behar displayed a 1970s-era photo of herself at a Halloween party when she was 29. She says that the hair was her own and that she had dressed as a “beautiful African woman.”

Co-host Raven-Symone asked whether she had on tanning lotion. Behar, an outspoken liberal, said she wore makeup “that was a little bit darker than my skin.”

Messages seeking comment were not returned from Behar’s agent and the ABC program.

Critics were quick to point out that NBC cut ties with host Megyn Kelly last year after she created a furor by suggesting that it was OK for white people to wear blackface on Halloween.

This week, Virginia’s governor and attorney general are being criticizedfor their use of blackface. Florida Secretary of State Michael Ertel resigned last month after a photo surfaced showing him wearing blackface and dressing as a “Hurricane Katrina victim.”

Other white celebrities who have been called out for using blackface include Julianne Hough, who in 2012 dressed as characters from Netflix’s “Orange Is the New Black,” and “Real Housewives of New York” star LuAnn De Lesseps, who dressed as Diana Ross for Halloween in 2017.

Winners And Losers Under Bold Trump Plan To Slash Drug Rebate Deals

Few consumers have heard of the secret, business-to-business payments that the Trump administration wants to ban in an attempt to control drug costs.

But the administration’s plan for drug rebates, announced Thursday, would end the pharmaceutical business as usual, shift billions in revenue and cause far-reaching, unforeseen change, say health policy authorities.

In pointed language sure to anger middlemen who benefit from the deals, administration officials proposed banning rebates paid by drug companies to ensure coverage for their products under Medicare and Medicaid plans.

“A shadowy system of kickbacks,” was how Health and Human Services Secretary Alex Azar described the current system in a Friday speech.

The proposal is a regulatory change applying only to Medicare plans for seniors and managed Medicaid plans for low-income people. But private insurers, who often take cues from government programs, might make a similar shift, administration officials said.

Drug rebates are essentially discounts off the list price. Outlawing them would divert $ 29 billion in rebates now paid to insurers and pharmacy benefit managers into “seniors’ pocketbooks at the pharmacy counter,” Azar said.

The measure already faces fierce opposition from some in the industry and is unlikely to be implemented as presented or by the proposed 2020 effective date, health policy analysts said.

In any event, it’s hardly a pure win for seniors or patients in general. Consumers are unlikely to collect the full benefit of eliminated rebates.

At the same time, the change would produce uncertain ricochets, including higher drug-plan premiums for consumers, that would produce new winners and losers across the economy.

“It is the most significant proposal that the administration has introduced so far” to try to control drug prices, said Rachel Sachs, a law professor at Washington University in St. Louis. “But I’m struck by the uncertainty that the administration has in what the effects would be.”

Possible Winners:

Chronically ill patients who take lots of expensive medicine

The list price for many brand-name medicines has doubled or tripled in recent years. But virtually the only ones affected by the full increases are the many patients who pay cash or whose out-of-pocket payments are based on the posted price.

By banning rebates, the administration says its intention is to ensure discounts are passed all the way to the patient instead of the middlemen, the so-called pharmacy benefit managers or PBMs. That means consumers using expensive drugs might see their out-of-pocket costs go down.

If rebates were eliminated for commercial insurance, where deductibles and out-of-pocket costs are generally much higher, chronically ill patients could benefit much more.

Drug companies

Ending rebates would give the administration a drug-policy “win” that doesn’t directly threaten pharmaceutical company profits.

“We applaud the administration for taking steps to reform the rebate system” Stephen Ubl, CEO of PhRMA, the main lobby for branded drugs, said after the proposal came out.

The change might also slow the soaring list-price increases that have become a publicity nightmare for the industry. When list prices pop by 5 or 10 percent each year, drugmakers pay part of the proceeds to insurers and PBMs in the form of rebates to guarantee health-plan coverage.

No one is claiming that eliminating rebates would stop escalating list prices, even if all insurers adopted the practice. But some believe it would remove an important factor.

Possible Losers:

Pharmacy benefit managers

PBMs reap billions of dollars in rebate revenue in return for putting particular products on lists of covered drugs. The administration is essentially proposing to make those payments illegal, at least for Medicare and Medicaid plans.

PBMs, which claim they control costs by negotiating with drugmakers, might have to go back to their roots — processing pharmacy claims for a fee. After recent industry consolidation into a few enormous companies, on the other hand, they might have the market power to charge very high fees, replacing much of the lost rebate revenue.

PBMs “are concerned” that the move “would increase drug costs and force Medicare beneficiaries to pay higher premiums and out-of-pocket expenses,” said JC Scott, CEO of the Pharmaceutical Care Management Association, the PBM lobby.

Insurance companies

Insurers, who often receive rebates directly, could also be hurt financially.

“From the start, the focus on rebates has been a distraction from the real issue — the problem is the price” of the drugs, said Matt Eyles, CEO of America’s Health Insurance Plans, a trade group. “We are not middlemen — we are your bargaining power, working hard to negotiate lower prices.”

Patients without chronic conditions and high drug costs

Lower out-of-pocket costs at the pharmacy counter would be financed, at least in part, by higher premiums for Medicare and Medicaid plans paid by consumers and the government. Premiums for Medicare Part D plans could rise from $ 3.20 to $ 5.64 per month, according to consultants hired by the Department of Health and Human Services.

“There is likely to be a wide variation in how much savings people see based on the drugs they take and the point-of-sale discounts that are negotiated,” said Elizabeth Carpenter, policy practice director at Avalere, a consultancy.

Consumers who don’t need expensive drugs every month could see insurance costs go up slightly without getting the benefits of lower out-of-pocket expense for purchased drugs.

Other policy changes giving health plans more negotiating power against drugmakers would keep a lid on premium increases, administration officials argue.

Kendall Coyne Schofield is a five-time World Championship gold medalist hockey player who helped the United States capture the gold medal at the 2018 Winter Olympics by scoring two goals during the competition in PyeongChang, South Korea. She currently plays for the Minnesota Whitecaps of the National Women’s Hockey League and just last week she made history as the first female to compete in the NHL All-Star skills competition. In short, Coyne Schofield knows hockey. That didn’t stop on-air reporter Pierre McGuire from trying to explain it to her, though.

Coyne Schofield, who earned a communications degree at Boston’s Northeastern University, was invited to make her broadcasting debut on NBC’s Inside the Glass as an on-air analyst for Wednesday night’s match between the Tampa Bay Lightning and the Pittsburgh Penguins. McGuire didn’t seem to be aware that Coyne Schofield knew a great deal about hockey, though. “Tampa’s going to be on your left, Pittsburgh’s going to be on your right,” McGuire told Coyne Schofield on air, adding: “We’re paying you to be an analyst, not be a fan tonight.”

In 2014, the Oxford English Dictionary named “mansplain” as a runner-up for their word of the year. According to the dictionary, to mansplain is “to explain something to someone, typically a man to woman, in a manner regarded as condescending or patronizing.”

Now, McGuire faces backlash for his remarks hockey to an athelte who theoretically knows how the sport works better than him and most, because even though he did coach for one season, Coyne Schofield USA Today points out, McGuire hasn’t played hockey in the NHL.
